US Envoy Highlights Unified Gazan Authority in Miami Talks
Preparations for the next phase of the Gaza ceasefire plan are gaining momentum following high-level discussions in Miami, led by U.S. special envoy Steve Witkoff. The talks, which involved representatives from Egypt, Qatar, and Turkey, focused on establishing a unified governing authority in Gaza aimed at protecting civilians and ensuring public order.
Witkoff announced the developments on X, emphasizing the need for a structured approach to governance in Gaza. He stated, “In our discussions regarding phase two, we emphasized enabling a governing body in Gaza under a unified Gazan authority to protect civilians and maintain public order.” The envoy also highlighted the importance of regional integration, which includes facilitating trade, developing infrastructure, and collaborating on shared resources such as energy and water. These initiatives are critical for Gaza’s recovery and long-term prosperity.
Progress in Ceasefire Implementation
The discussions also revisited the achievements of the first phase of the ceasefire, which Witkoff noted had yielded significant progress. Humanitarian aid successfully entered the Gaza Strip, hostilities decreased, and there was a partial withdrawal of Israeli forces. Notably, the first phase also resulted in the release of all living hostages, along with most deceased hostages, with one exception: Ran Gvili, an Israeli police officer who was killed during the initial attacks on October 7, 2023.
The Miami talks followed a previous meeting in Cairo, which included intelligence chiefs from Turkey and Egypt, along with Qatar’s Prime Minister. A Turkish source reported that the attendees agreed to enhance coordination through the Civil Military Coordination Center. This collaboration aims to eliminate obstacles that could disrupt the ceasefire and to address any violations, particularly those attributed to Israeli actions.
Future Steps and International Support
The second phase of the ceasefire plan entails the deployment of an international stabilization force, alongside the establishment of an international governing body for Gaza. Integral to this phase is the disarmament of Hamas and a strategic retreat of Israeli forces from designated areas prior to the international intervention, as reported by The Times of Israel.
As the situation continues to evolve, the focus remains on ensuring a sustainable and peaceful resolution to the ongoing conflict. The United States, through Witkoff’s leadership, is actively working to create a framework that promotes stability and recovery in Gaza, emphasizing the role of local institutions and international partners in the process. The success of these efforts could significantly influence the region’s future dynamics and the humanitarian situation for the people of Gaza.
