Austin Water Unveils Major Facility Upgrades to Enhance Service

Austin Water has announced extensive plans for facility upgrades aimed at improving water quality and flow throughout the city. This initiative involves significant enhancements across several plants, including the Handcox, Davis, Ullrich, Walnut Creek, South Austin, and Hornsby Bend facilities.
The expansion of the Walnut Creek Wastewater Treatment Plant stands out as one of the most ambitious projects. This upgrade will increase its treatment capacity from 75 million gallons per day to 100 million gallons per day. According to Charles Celauro, assistant director of Austin Water, the construction is expected to take over six years, with the project being described as “a generational investment for the city of Austin.” Once completed, it will be the largest wastewater treatment facility rated by the Envision system in the United States.
In addition to capacity improvements, the Walnut Creek facility plans to transition from chlorine gas to ultraviolet treatment for water, which is considered a safer technology. This shift aligns with broader health and safety goals in water treatment processes.
The Davis Water Treatment Plant will also receive substantial upgrades, including a new 60-foot underground tunnel designed to transport treated potable water. During discussions about the projects, Marc Duchen, a City Councilmember representing District 10, raised concerns about potential impacts on local communities. In response, Shay Ralls Roalson, director of Austin Water, confirmed that the department is exploring options to minimize disruptions.
Funding for these projects may be bolstered by federal loans, which could cover up to 49 percent of construction costs. Celauro expressed enthusiasm about the potential financial support, stating, “We can have loans up to 49 percent of the construction projects. So we’re very excited about that.” Nonetheless, he also acknowledged the challenges posed by inflationary pressures on maintenance and operational expenses.
The plans reflect Austin Water’s commitment to modernizing infrastructure to meet the growing demands of the city’s population and ensure the delivery of safe, reliable water services. These upgrades are part of a comprehensive strategy to enhance the overall resilience of the water supply system in Austin.
