Dr. Oz Critiques Medicaid as States Face Rising Expenses

The Medicaid program is increasingly being scrutinized as it becomes the fastest-growing expense for states, often overshadowing funding for education and social services. During a recent address at the Sanford Health Annual Summit on the Future of Rural Health Care in Sioux Falls, South Dakota, Dr. Mehmet Oz, Administrator of the Centers for Medicare & Medicaid Services (CMS), highlighted the alarming escalation in federal Medicaid spending, which has surged by 50% over the past five years. He attributed much of this growth to lingering pandemic-era policies that have not been reversed.
Dr. Oz emphasized that this financial strain provides opportunities for states and providers to exploit the system. “Certainly the legalized money laundering from state-directed payments and provider taxes… don’t align with the federal government and with state governments,” he stated. He described the current financing mechanism as a “grab bag,” where states could access varying levels of federal funding based on their capabilities. Some states capitalized on this system more effectively than others, leading to disparities in Medicaid funding.
The mechanism allows states to impose taxes on healthcare providers such as hospitals and nursing homes, using the revenue generated to trigger additional federal matching funds. This approach, according to Dr. Oz, has contributed to a significant increase in spending without necessarily improving care quality.
In addition to his concerns about the financial structure, Dr. Oz pointed out the prevalence of fraud within both the Medicaid and Medicare programs. He stated that CMS is shifting its focus from pursuing individual fraudsters to tracking the flow of money itself. “We’re actually chasing the money now, not the person,” he noted, highlighting ongoing collaborations with the Treasury and the Department of Justice (DOJ) to tackle these issues more effectively. Dr. Oz reported that CMS has already prevented approximately $4 billion from being misappropriated through these new tactics.
Dr. Oz expressed a commitment to improving oversight and coordinating with other departments to recover misallocated funds and dismantle schemes that exploit existing loopholes. He believes that these strategies will enable the government to act more swiftly and effectively, ensuring that federal health dollars are directed toward the patients and programs they are intended to benefit.
“We have to go after these programs, come up with clever ideas to help the good people who are trying to do the right thing, and separate the wheat from the chaff,” Dr. Oz declared. He underscored the importance of tightening oversight and aligning incentives within CMS to redirect billions toward legitimate healthcare efforts.
As states continue to grapple with the rising costs associated with Medicaid, the insights shared by Dr. Oz could shape future policy discussions around the program’s structure and its impact on healthcare delivery across the United States.
