Hochul and Mamdani Collaborate on Universal Childcare Plans

New York Governor Kathy Hochul expressed her intention to collaborate with Democratic mayoral frontrunner Zohran Mamdani on achieving universal childcare. However, she opposes Mamdani’s proposed funding methods, which include tax increases on the wealthy. Their differing views reflect a broader debate on funding essential social programs in New York City.
During a public appearance in Astoria on October 14, 2025, Hochul underscored her alignment with Mamdani regarding childcare, a central theme of his affordability campaign. The governor acknowledged that while they share goals, their approaches diverge significantly. Mamdani advocates for tax hikes on millionaires and an increase in the corporate tax rate to finance initiatives like freezing rent for stabilized units and providing free public transportation.
In contrast, Hochul, the state’s first female governor and a moderate Democrat, has consistently rejected tax increases on affluent New Yorkers and businesses. Despite these differences, she described Mamdani as “eminently rational” and noted their productive discussions about funding strategies for childcare.
“We don’t have the details flushed out,” Hochul stated, indicating that while they are in agreement on objectives, the specifics remain under discussion. Mamdani, for his part, believes that tax increases could gain support in Albany, given his rapport with Assembly and Senate leaders. He also indicated a willingness to explore alternative funding sources if necessary.
At the joint event, Hochul and Mamdani announced a new $5 million grant for the Variety Boys & Girls Club, aimed at supporting a $300 million expansion project. This was their first public engagement since Hochul endorsed Mamdani for mayor, signaling a potential partnership in addressing key social issues.
“I’ve had conversations with Assemblymember Mamdani about how we can get to universal childcare. I believe we can,” Hochul remarked. She expressed gratitude to Mamdani for emphasizing the importance of making New York an affordable environment for families.
In an op-ed for the New York Times endorsing Mamdani, Hochul highlighted their mutual commitment to family affordability in the city. Earlier this year, she set a goal for universal childcare across the state and initiated a study group to assess the feasibility of this objective.
As the political landscape evolves, the collaboration between Hochul and Mamdani may play a crucial role in shaping childcare policy in New York. Their differing perspectives on funding reflect broader tensions within the Democratic Party regarding taxation and public spending, particularly as they prepare for the upcoming mayoral election.
