UPDATE: Civil rights leader and former East Bay Municipal Utility District (EBMUD) Director Bill Patterson has died at the age of 94. Patterson, known as the “Conscience of the District,” passed away on October 10, 2023, leaving behind a profound legacy that impacted 1.4 million customers in the East Bay.

Patterson’s remarkable career at EBMUD spanned 27 years, beginning in 1997 as the first Black director. Throughout his tenure, he championed equity, advocated for public health initiatives addressing lead contamination in schools, and promoted environmental sustainability for the Mokelumne watershed. His efforts were crucial in ensuring safe and accessible drinking water for the diverse communities he served.

EBMUD Board President Marguerite Young expressed deep sorrow at Patterson’s passing, stating,

“Bill Patterson was a devoted public servant whose exemplary leadership and thoughtful voice strengthened our board and enhanced our ability to serve our East Bay community.”

Young emphasized his passion for people, integrity, and collaborative spirit, highlighting the significant impact he had on countless lives.

In addition to his role at EBMUD, Patterson was a three-term president of the Oakland NAACP, tirelessly advocating for inclusion and investment in the Black community of the East Bay. Current EBMUD Ward 6 Director Valerie Lewis reflected on Patterson’s enduring influence, stating,

“Bill’s legacy is woven into the fabric of EBMUD and the East Bay.”

She noted his mentorship and advocacy, calling him a “fierce advocate for the people he served.”

Oakland Mayor Barbara Lee, who was sworn in with Patterson by her side, remembered him as a “positive force in the lives of generations of Oakland youth.” She praised his mentorship to notable figures like basketball legend Bill Russell and baseball stars Frank Robinson and Joe Morgan. Lee recalled,

“Even as our city faced tremendous challenges, Bill never stopped making this city better for all of us.”

Patterson’s passing marks a significant loss for the community, where he was seen as a beacon of hope and progress. His commitment to civil rights and community service resonated deeply, and his contributions to public service will not be forgotten.

As the East Bay community mourns, officials and residents alike are urged to reflect on Patterson’s legacy and the profound impact he made through his advocacy and leadership. The EBMUD Board and local leaders are expected to announce memorial services and initiatives honoring his contributions in the coming days.
