Congress Approves NDAA, Boosting Security and Funding for Pennsylvania

Congress has approved the fiscal year 2026 National Defense Authorization Act (NDAA), a comprehensive defense policy bill that promises significant security and economic benefits for Pennsylvania. Senator Dave McCormick of Pennsylvania highlighted the bill as a critical step in reinforcing U.S. readiness both domestically and internationally. The legislation, which has now moved for final enactment under President Donald Trump, includes various provisions aimed at addressing pressing national security challenges.

Key Provisions and Legislative Wins

Senator McCormick, a Republican, voted in favor of the NDAA after successfully advocating for multiple provisions. These include efforts to counter China’s growing economic and military influence, bolster border security, and enhance defense manufacturing capabilities. “The NDAA is a decisive win for Pennsylvania and America,” McCormick stated, emphasizing its role in fulfilling Congress’s responsibility to protect the nation.

Among the notable measures included in the NDAA is the Taiwan Non-Discrimination Act, which directs U.S. officials at the International Monetary Fund to support Taiwan’s potential membership and participation. Additionally, the bill requires the State Department to develop a strategy to undermine transnational criminal organizations operating in Mexico. Another key provision mandates a study by the Securities and Exchange Commission on transparency and oversight concerning Chinese-controlled financial intermediaries.

Funding and Economic Impact on Pennsylvania

Pennsylvania is set to receive hundreds of millions of dollars in authorized military construction funding as part of the NDAA. Key projects include $91.5 million for the Letterkenny Army Depot, $94.1 million for Naval Support Activity Mechanicsburg, and $90 million for the Defense Distribution Depot New Cumberland. Significant investments will also be directed towards the Tobyhanna Army Depot, the Harrisburg Air National Guard base, and other military installations across the state.

The NDAA further supports McCormick’s priorities on border security, authorizing expanded Defense Department assistance for the Department of Homeland Security. This includes funding for National Guard deployments and more than $1 billion allocated to combat drug trafficking operations. Additionally, the legislation provides a 3.8 percent pay raise for service members, increases family separation allowances, and boosts bonuses and special pays.

A central focus of the NDAA is countering the rise of China. The legislation extends the Pacific Deterrence Initiative, funds advanced military technologies, and prohibits the Defense Department from sourcing critical minerals and sensitive technologies from China and other adversaries. It also fully funds the Taiwan Security Cooperation Initiative at $1 billion to enhance Taiwan’s self-defense capabilities.

In summary, Senator McCormick asserted that the NDAA strengthens Pennsylvania’s role as a cornerstone of the nation’s defense infrastructure while positioning the U.S. to effectively confront emerging global threats. “This bill strengthens our military, secures our borders, supports our troops, and protects the American people,” he concluded.
