Charleston County Proposes $70 Million in General Obligation Bonds

Charleston County Park and Recreation Commission is set to hold a public hearing regarding the proposed issuance of general obligation bonds, not exceeding $70 million. This funding aims to support a range of projects designed to improve and expand existing facilities within the Charleston County Park and Recreation District.

The hearing will take place on January 12, 2026, starting at 5:30 p.m. at the District Office located at 861 Riverland Drive on James Island, South Carolina. The Commission has determined that issuing these bonds will benefit the District by providing essential funding for numerous capital improvement projects outlined in their plan.

Details of the Proposed Projects

The proposed bond issuance will finance various projects, including the development of Cooper River County Park and the construction of new welcome center exhibits at the Caw Caw Interpretive Center. Additional projects include building a new playground at Wannamaker County Park, improving the Whirlin’ Waters water park, and enhancing facilities at James Island County Park, which includes a new climbing wall and upgrades to the Splash Zone.

Other significant initiatives involve acquiring land for new rural parks and making improvements to Palmetto Islands County Park, including enhancements to Splash Island. The Commission also plans to undertake improvements at the Lighthouse Inlet Historic Preserve and implement projects in compliance with the Americans with Disabilities Act (ADA) transition plan.

The funds raised through these bonds will not only cover the costs of these projects but also the issuance costs associated with the bonds. The Commission has pledged the full faith, credit, and taxing power of the District to ensure the repayment of principal and interest as they come due. An annual tax will be levied on all taxable property within the District to support this obligation.

Public Hearing and Community Involvement

The upcoming public hearing will allow both supporters and opponents of the bond issuance to voice their opinions. The Commission encourages community participation, providing an opportunity for residents to express their views either in person or through legal representation.

Following the hearing, the Commission will assess the consensus regarding the bond proposal and may authorize its Chairman and Secretary to file a petition with the County Council. This petition will request a formal hearing pursuant to the enabling legislation that governs the District and outlines necessary steps for bond issuance approval.
