Adams’ Last-Minute Moves Challenge Mamdani’s Rent Freeze Promise

In a surprising turn of events, former New York City Mayor Eric Adams installed a fourth new appointee to the city’s Rent Guidelines Board (RGB) just hours before leaving office. This move appears aimed at undermining the rent freeze promise made by incoming Mayor Zohran Mamdani, which would have benefited approximately 2 million stabilized tenants in the city.

Earlier in January 2024, Adams appointed four new members to the RGB, aiming to influence the board’s decisions on rent increases. However, the integrity of this strategy was called into question when one of his appointees, Lliam Finn, a financial advisor with Merril Lynch, declined the position on the day before Adams’ departure. Reports from the RealDeal confirmed Finn’s withdrawal, raising concerns about the viability of Adams’ strategy.

Despite this setback, Adams swiftly filled the vacancy by appointing Christie Peale, CEO of the Center for NYC Neighborhoods, shortly before he vacated the mayoral office. This final appointment means that five out of the nine members of the RGB are now Adams appointees, complicating Mamdani’s efforts to implement a rent freeze. Under current regulations, Mamdani will face significant hurdles in replacing any of these appointees until 2027, as RGB members can only be removed for cause.

The RGB convenes each summer to set permissible rent increases for stabilized apartments, requiring a simple majority vote. With the current composition of the board, Mamdani’s promise of a rent freeze faces an uphill battle. The new board member, Peale, has not yet publicly stated her position on the rent freeze issue. Her organization aims to provide legal assistance and support for low-income homeowners, focusing on preventing foreclosures, particularly in Black and Latino communities.

Sources close to Mamdani express cautious optimism regarding Peale’s appointment. They believe her commitment to affordable housing aligns with the goals of the incoming administration. In a previous statement from 2017, Peale praised former Mayor Bill de Blasio’s housing initiatives, highlighting programs that secured rent freezes during his tenure. She advocated for innovative models to ensure permanent affordability, such as community land trusts.

A spokesperson for Mamdani declined to comment on Peale’s appointment. Nonetheless, Mamdani remains determined to fulfill his campaign promise of 0% rent increases during his first term. At a press conference on January 18, 2024, he stated, “I continue to be confident that the Rent Guidelines Board will assess the landscape for tenants of rent-stabilized units across the city and find that they are in dire need of relief.”

Mamdani emphasized the disparity in financial conditions for tenants, noting that while profits for landlords of rent-stabilized units increased by 12%, the median household income for these tenants was only $60,000 per year. His commitment to advocating for the city’s low-income residents remains at the forefront, even as challenges loom with the newly constituted RGB.
