Rubio Engages Caribbean Leaders on Regional Security and Cuba
Marco Rubio, the U.S. Secretary of State, arrived in St. Kitts and Nevis on March 15, 2024, for discussions with Caribbean leaders amid growing concerns about the future of Cuba and regional stability. His visit follows a significant military operation by the Trump administration aimed at ousting Venezuela’s former leader, Nicolás Maduro. This operation has heightened tensions and prompted a reevaluation of U.S. policies in the Caribbean.
During his State of the Union address earlier this week, President Donald Trump referred to the capture of Maduro as “an absolutely colossal victory for the security of the United States,” framing it as a new chapter for Venezuela. The summit, part of the Caribbean Community, known as CARICOM, is an opportunity for leaders from the 15-member bloc to address pressing regional issues that have been amplified by recent U.S. actions.
Concerns Over U.S. Policy and Regional Stability
Caribbean leaders have expressed unease regarding U.S. demands, including the acceptance of third-country deportees and a push to diminish Cuban medical missions. Newly elected Prime Minister Godwin Friday of St. Vincent and the Grenadines articulated fears shared by many in the region, stating that the Caribbean is “challenged from inside and out,” with traditional international norms now in question.
At the opening ceremony of the CARICOM summit, Prime Minister Terrance Drew of St. Kitts and Nevis emphasized the gravity of the moment, saying, “The global order is shifting.” He underscored the uncertainty surrounding supply chains, fluctuating energy markets, and intensifying climate impacts. Echoing this sentiment, Jamaican Prime Minister Andrew Holness warned that a prolonged crisis in Cuba could have widespread repercussions, affecting migration, security, and economic stability throughout the Caribbean.
Holness reaffirmed Jamaica’s commitment to democracy and called for constructive dialogue between the U.S. and Cuba aimed at promoting stability and reform.
Dialogue on Security and Humanitarian Crisis
Ahead of the summit, Bahamian Foreign Minister Fred Mitchell stated that discussions with Rubio are expected to encompass the nature of U.S.-Caribbean relations. “It is about mutual respect and a rules-based order,” he remarked, emphasizing the need for open dialogue with U.S. officials.
Rubio’s visit follows the U.S. government’s recent military actions, including the elimination of over 150 individuals involved in alleged drug smuggling operations. In a notable incident earlier this week, a military strike in the Caribbean Sea resulted in three fatalities. Trinidad and Tobago’s Prime Minister Kamla Persad-Bissessar has publicly supported these U.S. efforts, expressing gratitude for their assistance in combating narcotrafficking.
Cuba’s humanitarian situation is expected to be a focal point of discussions at the summit. According to Cuba’s U.N. resident coordinator Francisco Pichón, the ongoing U.S. oil embargo significantly hampers the delivery of humanitarian aid, particularly in the aftermath of Hurricane Melissa, which struck Cuba in late October. Pichón highlighted that fuel shortages complicate logistics and hinder recovery efforts across the country.
As the CARICOM leaders convene, the U.S. approach to the Caribbean remains under scrutiny. The outcomes of these talks may influence not only the immediate geopolitical landscape but also the broader humanitarian and economic conditions across the region.
