Paul Atkins, Chairman of the Securities and Exchange Commission (SEC), announced that the U.S. Senate is set to discuss a significant bipartisan market structure bill this week. This legislation aims to clarify the regulatory landscape for the digital asset industry, which has suffered from prolonged uncertainty. During a recent interview, Atkins expressed optimism for the future, highlighting the administration’s commitment to establishing the United States as the “crypto capital of the world” by 2026.

The upcoming legislation seeks to resolve the jurisdictional ambiguity that has existed between the SEC and the Commodity Futures Trading Commission (CFTC). This uncertainty has often left cryptocurrency firms unclear about which regulatory body they should adhere to. Atkins emphasized the need for distinct lines of authority, noting, “This week is an important week, because the Senate will be taking up a bill, and it’s a bipartisan bill, but which will bring clarity and certainty to the crypto world.”

Atkins underscored the potential impact of this bill, stating it could set the tone for the remainder of the year. He expressed confidence that the conflict between federal agencies is coming to an end, particularly praising CFTC Chairman Mike Selig for fostering a collaborative environment that benefits the industry.

According to Atkins, this legislative initiative is a crucial part of the administration’s economic strategy. He argued that establishing clear regulations is essential for the United States to maintain a competitive edge in the global cryptocurrency market. “So now comes the next step, a good bipartisan effort by both houses of Congress to bring certainty again to the market structure regarding cryptocurrencies,” he explained. “This fits in with the President’s focus on making America the crypto capital of the world.”

The bill builds on the foundation laid by the GENIUS Act, which was signed into law late last year. Atkins praised the GENIUS Act as a groundbreaking statute that recognized crypto assets for the first time in U.S. history. “It helped to bring clarity and also to stablecoins,” he noted, indicating that the new legislation would further enhance the regulatory framework.

As discussions begin this week, both industry stakeholders and investors will be watching closely. A successful passage of the bill could significantly bolster confidence in the digital asset market, providing essential guidelines that could encourage further investment.

Atkins remains optimistic about the prospects of the bill reaching the President’s desk for approval within the year. “If you have clear legislation… and clear rules, you have certainty in the marketplace,” he said, reinforcing the potential positive outcomes for crypto investors. The developments in the Senate this week could mark a pivotal moment in the evolution of cryptocurrency regulation in the United States.
