The costs for this official travel were covered by the California State Protocol Foundation, a nonprofit organization created to alleviate financial burdens on California taxpayers. The California State Protocol Foundation describes its mission as reducing taxpayer obligations by financing certain expenditures. The funding mechanism operates through what is known as “behested payments,” which are funds requested by public officials for legislative, governmental, or charitable purposes. Such payments are not considered gifts or campaign contributions, yet they lack the contribution limits typically associated with political donations. This allows for substantial sums to flow from various interests directly to the foundation.

In 2025, Newsom requested a behested payment of $220,000 from the University of California Berkeley to cover expenses related to attending the Vatican climate summit. Additionally, he solicited $150,000 from the U.S. Energy Foundation to fund his delegation to the COP30 climate change conference in Brazil. Other significant contributions included $25,000 from both Zoox, Inc. (an Amazon subsidiary) and Centene Management Company, LLC, aimed at supporting the foundation’s operations.

The largest behested payments originated from Newsom’s inaugural committees. The 2023 Governor’s Inaugural Fund contributed $2 million in 2023 and 2024, while the Governor’s Inaugural Fund 2019 provided $700,000 in April 2019 followed by $2,436,317 in May 2020. This funding has raised eyebrows, as it reflects a broad network of interests from various sectors, including healthcare, education, and the building industry.
